JOB SUMMARY: Under general supervision is responsible for overseeing and maintaining the Water Distribution and/or Wastewater Collection System. Work varies requiring individual judgment and difficult decision making within well-established Federal and State regulations. ESSENTIAL DUTIES: Works with Line Maintenance Superintendent to maintain compliance of water distribution and wastewater collection systems with City, State and Federal laws. Locates water and sewer lines for the City and for private contractors. Obtains “Okie one-call”; locates 48 hours prior to actual work starting. Coordinates activities of public utility companies installing and making repairs to prevent damage to water and sewer lines. Supervises and assigns crews of workers to various water distribution and/or wastewater collection and construction jobs. Inspects work of crews of workers to ensure compliance with accepted work standards. Directs workers in connecting and repairing water and sewer lines to mains. Assists workers in repairing operating equipment. Works with private contractors in new additions to locate lines and checks for proper installation according to regulations and contract specifications. Drives emergency call trucks in response to priority calls. Maintains and repairs water meters of all sizes. Notifies proper authorities of blocked streets and fire hydrants under repair. Troubleshoots and locates causes of water quality complaints. Keeps record of time and attendance of division employees, schedules vacations and handles divisional employee problems. Excavates trenches and installs shoring under proper safety guidelines. Detects hazardous atmospheres and corrects before entry. Detects reports and/or corrects unsafe working conditions. Participates in creation of appropriate language to be inserted in the City Ordinance about FOG program. Coordinate public meetings with interest groups to discuss the forthcoming Ordinance. Collect discharge samples of affected facilities in order to establish compliance with the new FOG Ordinance, prepare samples for shipment to commercial laboratory, review the test results, and issue enforcement action in accordance with FOG program. SUPERVISION – RESPONSIBILITY FOR WORK OF OTHERS SUPERVISION RECEIVED: Work under direct supervision of Public Works Director and Line Maintenance Superintendent. PREFERRED QUALIFICATIONS: Confined entry Certification. Class C Water and Wastewater License. Oklahoma CDL Class A license with tanker endorsement. MINIMUM REQUIREMENTS: High School education or equivalent. Must possess a valid Oklahoma driver’s license and maintain driving record acceptable to the City’s Insurance carrier. Experience and training in water system and sewer system construction, repair and maintenance. Knowledge of water and sewer line construction and maintenance. Knowledge of water and wastewater operations. Knowledge of City codes and policies relating to installation, maintenance and repair of water and sewer lines. Knowledge of tools, equipment and their use. Ability to supervise others. Ability to effectively communicate with others. The ability to perform work and callbacks during off-duty hours. Must possess or obtain ODEQ Class C water and Class C wastewater operator certification within one year of employment. Must possess or obtain CDL Class A license with tanker endorsement within one year of employment. WORKING CONDITIONS AND PHYSICAL HAZARDS: Most of work is performed outdoors subject to inclement weather conditions including heat, cold, rain and snow. May be exposed to noxious or hazardous chemicals and odors. Requires the ability to conduct on site field inspections of work by line maintenance personnel. Occasionally the job site may be on rough, uneven terrain, or in confined areas. Physical demands include bending, stooping, climbing, twisting, reaching, walking on rough or uneven terrain, kneeling, and pulling or lifting up to 80 lbs. (greater with assistance).
